TO REMEDY THE DEFECTS OF THE FEDERAL GOVERNMENT

THE CONSTITUTION OF COMMON GROUND AMERICA

With appreciation and respect to Mr. Madison, Mr. Hamilton, Mr. Washington and all the framers of the United States Constitution.

PREAMBLE

WE THE PEOPLE of the United States, in order to perfect the vision of our Founders to ensure justice and domestic tranquility, provide for the common defense, promote the general welfare and secure the blessings of liberty to ourselves and posterity, do ordain and establish the institution known as Common Ground America.

1.) Resolved that the components of Common Ground America will be constructed so as to accomplish the goals of the institution, namely returning the federal government to its mandated and delegated powers and returning to the people the common virtues of compassion, justice and faith.

2.) Resolved that the sphere of influence must be inclusive so as to break the deadlock in government and give the people a representative voice.  The membership of Common Ground America will include all segments of society, all ethnicities, all races and all religions.  All who wish to live in a free and open society with a functional representative government and compassionate non-governmental institutions are invited to participate.

3. Resolved that Common Ground America will consist of two components, although additional components may be added in the future as circumstances dictate.  Each component will be responsible for establishing branches in each of the 7,825 legislative districts in America.  Each branch will designate a leader determined by the volunteer members of that branch. 

4.) Resolved that the first component of Common Ground America will be its Political Branch.  The Political Branch will be staffed by volunteers sufficient to the execution of its objective which will include but not be limited to:

Liaising with the state and federal elected officials in that district.  This will involve establishing relationships with the official’s office and campaign staff, conducting regular communications with the office on legislative and constituent issues, ascertaining sources and uses of financial contributions, reviewing campaign finance reports, monitoring legislative activities and votes and communicating such information to the community.

Liaising with the community to determine the needs and issues in the district, relaying this information to the elected official in charge and ensuring these issues are acted upon in a timely and responsive manner.

5.) Resolved that the second component of Common Ground America will be its Spiritual Branch.  The Spiritual Branch will be staffed by volunteers who may or may not be the same volunteers as in the Political Branch depending on the staffing exigencies in the district.

The Spiritual Branch will be tasked with establishing relationships with all community houses of worship as well as all non-governmental agents such as charities, food banks, shelters and employers within the district and involving said institutions in fulfilling their obligations to the community.

6.) Resolved that the members of branches of each component should be reflective of the values of the community.  It is not a part of Common Ground America’s charter to engage in partisan political activities which do not positively impact the needs and values of the community.

7.) Resolved that each branch ought to possess the responsibility to recruit members within the community; conduct meetings with local clergy; conduct meetings with residents; conduct meetings with local authorities; organize awareness campaigns and fund drives; coordinate activities with local NGOs to serve the community; assist with voter registration; monitor local elections; assist other branches with start-up an ongoing activities and develop the means of communications to the various constituencies.

8.) Resolved that fifty State Coordinating Councils will be instituted to coordinate and organize the activities of the various local chapters, provide educational materials and support, assist in recruitment of volunteers, raise and distribute operational funding and ensure compliance with local and state laws.

9.) Resolved that a state legislative analyst will be a assigned to each state legislature to provide accurate and timely reporting of legislative issues.

10.) Resolved that a National Coordinating Council will be instituted to direct the activities of the various State Councils, and harmonize national political and spiritual actions.

11.) Resolved that the purpose of Common Ground America is to complete the promise of America by engaging in actions, behaviors and movements which will fulfill the vision of our Founding Fathers, to wit: That all men are created equal and that they are endowed by their Creator with certain unalienable rights and that among these are Life, Liberty and the pursuit of Happiness. 

12.) Resolved that the principles of Common Ground America are derived from the belief in the absolute dignity of all men and women and the necessity of restoring to the people of the Unites States their natural dominion over the virtues of compassion, justice and faith; further, the principles of Common Ground America adhere to a belief in limited, constitutional government.

13.) Resolved that the various local chapters will be encouraged to meet within their state from time to time at intervals of their choosing but not to be less than annually for the purpose of training, education and coordination of policy.

14.) Resolved that the leadership of all chapters will be encouraged to gather at a national convention annually at a time and place to be determined so as to develop and grow a sense of community.

15.) Resolved that amendments to this constitution may be offered from time to time to be reviewed by the membership during the national convention to consider and decide thereon.
